The participants at the conference included members of the Fair Trading Commissions of Jamaica and Barbados, who deliberated on a number of competition issues that are of major concern to the Caribbean small states, including the importance of appropriate institutional design; the special constraints and challenges faced by small developing states; the need for cooperation between the CARICOM Competition Commission and national jurisdictions; and the problems that arise with regard to mergers with cross-border effects and cross-border anti-competitive conduct that require regional responses. Experts from Caribbean and EU small states, from UNCTAD, from the Office of Fair Trading (UK), and from the USA, participated as resource persons.
