What is a Twinning Project?
Twinning projects involve collaboration between one small state with mature institutional set-ups and another small state that needs assistance with regard to institutional and human resources development. Generally speaking, officials from the organisation acting as service provider visit the beneficiary institution to draw up a technical report on institutional and human resources gaps and propose a way forward.

Additionally, public officials from the beneficiary institution visit the service provider to receive hands-on training on the institutional set-up in the country where the service provider operates.

Example of a completed twinning project

Developing Strategic Directions for the Competition Commission of Namibia

The objective of the project was to assist the Government of Namibia in developing strategic directions with regard to the operation of the Competition Commission and with regards to competition law and policy in Namibia. Other objectives included the training of public sector officials in competition law and policy; the provision of advocacy with regards to competition among Namibian stakeholders including consumers and the business community and identifying competition constraints in a small jurisdiction as is the case of Namibia. Twinning projects in the pipeline
The SSNED Board of Trustees approves twinning projects for implementation. The SSNED is collaborating with other organisations in order to conduct twinning projects aimed for institutional and human resources development in small states.

Applying for a twinning project

Small states members of the SSNED can submit proposals for twinning projects. The first step for a small state wishing to avail itself of such funding is to express interest in a twinning project by filling in the TW1 form available at http://ssned.org/interest-twinning-proj . Forms should be filled in by a high-ranking public official operating in the institution that is requesting assistance. All correspondence should be addressed to Mr David Pulis, SSNED administrator on admin@ssned.org.


Templates for twinning contracts and related documentation

Once a project has been approved for funding, the SSNED draws up contract documents, based on the templates which are available for download by clicking here. The Secretariat guides beneficiaries in filling in the contract documents and assists all parties in this regard.
